Both stock and fully tuned stats are included, plus the best car for each Blacklist rival (stacked Top Speed + Acceleration + Handling), based on the car availability plus available performance upgrades present at the time of each blacklist race.
Stock values are taken directly from nfs.fandom.com (rated 0–10).
Fully tuned values I calculated manually. The game stores each stat internally as a float between -44 and 116, which I scanned with Cheat Engine and converted to a 0–100% scale.
